For three decades, institutional technology investment in this domain was organised around devices. An organisation bought cameras, then access control, then alarms, then a radio network. Each was procured separately, each produced its own data, and none of it was consolidated. The result, in most large institutions, is a considerable quantity of information and remarkably little visibility.
The shift now underway is architectural rather than technological. The question has moved from what an organisation can record to what it can understand and act upon: which anomaly matters, which asset is degrading, where an incident is developing, and what the operator should do in the next ninety seconds. That is a decision-support problem, and it is solved at the level of the system rather than the device.
This shift is being accelerated by two forces. Operational technology and information technology are converging, which raises both the value of integration and the consequence of getting it wrong.
